I need to do BASIC video editing for a project.  Literally all I need to do is put two or three clips together into one video and put in a title card or two.  I need something that is a) free and b) easy to use.  What would you suggest?

If you have a Mac, the native video application (iMovie) should be able to handle that. I believe that Windows Movie Maker is still the free default on PCs.

I haven't worked with it in a while, but I think you can use VLC Media Player to edit clips: Cut Videos with VLC Media Player, Best VLC Hidden Feature - Use VLC as Free Video Editor.

I downloaded kdenlive for windows, but they have other versions. It was really simple to use to cut up clips and save. I didn't try to mess with audio or title cards, though. There are some tutorials on youtube that might help with that.
